CENTER FOR HUMAN RIGHTS AND CITIZENSHIP LAUNCHES A WORD A VIRTUAL HUG PROJECT - VIRTUAL PARLATORY

The Center for Human Rights and Citizenship of the Faculty of Law of the Catholic University of Angola launched last Friday, December 18, the Project “A Word, A Virtual Embrace - Virtual Parlatory”. The event, which was attended by senior entities of the Angolan Executive, aims to ensure, through the establishment of videoconference rooms in penitentiary establishments in the country, the right of inmates to contact their families, lawyers and others, in accordance with article no. 2 of article 67 of the CRA, especially in this phase of restrictions imposed by the COVID-19 pandemic.

 

The ceremony was opened in the morning by the Magnificent Rector of the Catholic University of Angola, Reverend Father Doctor José Vicente Cacuchi. In addition to welcoming the participants, Fr. Cacuchi, praised the initiative of the CDHC and underlined the relevance of the project since it will make it easier for inmates to contact inmates and their families who are distanced because of the pandemic.

The UNDP Resident Representative in Angola, Dr. Edo Stork reiterated his commitment to CDHC in this project, because he understands that it will contribute to the country's development, make a difference with a direct impact on people's lives, especially those most vulnerable in this context of COVID-19. “It's not just the inmates who benefit from this initiative; Prisoners will indeed have faster access to justice services, but their families will also be able to reduce the time, cost and frequency of going to a prison to care for their loved ones”.

The launch speech of the project fell to his Excellency, Minister of the Interior, Gen. Eugene Laborinho. During his communication, the government official said that “the Virtual Parlatório presents itself as a technological solution, which aims to mitigate the communication barriers between inmates and their families, friends, lawyers, magistrates and other current specialists on the one hand, on the other hand , the entry into operation of the Virtual Parlatory, will mitigate the contamination and spread of COVID-19 in prisons, as well as restore the fundamental right of the province that has been affected since March (...), thus depriving inmates of interacting with their relatives".

 

The afternoon was reserved for the opening of the Virtual Parlors, Women's Wing A and B and Men's Wing A and B. The rooms were inaugurated by Her Excellency, Minister of Social Action, Family and Women's Promotion, Dr. Faustina de Almeida Alves and by His Excellency, Minister of the Interior, Gen. Eugénio Laborinho, by His Excellency the Attorney General of the Republic, Dr. Hélder Pitta Grós and finally, by the Resident Representative of UNDP in Angola, Dr. Edo Stork.

The Director of the Center for Human Rights and Citizenship, Dr. Wilson de Almeida Adão referred that “this project focused on the area of human rights, could potentially directly benefit more than 26 thousand citizens and be a decisive step towards the digital revolution in the penitentiary environment and the promotion of E-Justice when dealing with inmates. “

The ceremony also served for the symbolic delivery of the certificates of trained penitentiary agents and for the official holding of the first video call.

Also present at the ceremony were the Archbishop of Luanda, Dom Filomeno Vieira Dias, public magistrates, government representatives, the representative of the Constitutional Court, Dr. Júlia Correia, among other guests.
